I have to say the opposite to that. 100% water IS the best coolant. Normally, coolant is added to inhibit growth in the water and it also serves as rust inhibitor, particularly if you have mixed metals in the loop. Sometime, the purpose is to add color or make the water UV reactive. But definitely, the ratio should always be more water than additives, hence the name ADDitives. The more coolant/additives you put in, the less efficient it would be taking heat out of the blocks. The rad is there to cool the water.
