you can cut down some of the noise with these luxotop fans from whispertek

at 80cfm and 29db 12v thats a good fan they only have the silent 59cfm ones in stock.

i plan on using them with a new setup when i have some other parts to run with a thermochill 120.2 they should would well.

before you go all for it with the pelt setup why not try water first. you might find that you can get your max OC with water.
I have a p4 2.8C running at 3.5 250fsb it will go to 252 but any higher and the pc will not post no matter how many volts.
Unless you are looking at a new presscott socket 775 that will allow you unlock the multiplier your overclock could be limited by the motherboard no matter how cool the cpu is running.
