Which has this surprising caption:

I'm guessing that they're talking about the water-temperature, and not the CPU. A 30C delta with a 700W heat load works out to a radiator C/W of 0.043, which is reasonable.
My gripe is with the wording, which comes across as if it could keep a 700W CPU at 55C.
