Reservoir have to be higher?

Does the reservoir have to be higher than the rest of the system in order to bleed the bubbles out? I've had mine in testing for almost a day and I still see large bubbles in the hoses. It doesn't look like they are being pushed through even though I have a really good flow rate (Eheim 1250 Pump.)
But my reservoir sits a little lower than the water block hoses also. Does that make any difference? Does the reservoir have to be higher?

However, I did use Water-wetter which caused total foam. I diluted it considerably and now it isn't too bad. I wouldn't use the stuff but I got a anodized aluminum reservoir. So now I'm wondering if my reservoir is too low or WW is just to foamy to use. It's been 18 hours and still no joy.
