Have not known of a single situation where drawing in air from outside the case is ever worse than sucking air from the case to blow through the rads, and more "generally" is around 2-4C cooler (lower water temps), although of course YMMV.

and probably even more so with the pcp&c PSU exhausting into the case i'd imagine.....
