Reliability, silence + cheap dont often go together. 50$ for both, each...? DC pumps arent hard on psu's, the most they generally draw is about 2A @ 12v (starting) and less than that continuously.

If you want reliability and silence, you have to bite the bullet and spend money. Thats all there is to it, really - if you're going to drop money on a component, the best thing to spend more money on imo is a pump anyway. How much is your hardware worth? If you're willing to watercool hardware probably worth hundreds of dollars, you wont regret spending money on a pump.

For silence + reliability, the eheim 1048 or the mcp350 are the only pumps that id go near, personally. I'm not sure how cheaply you can get the 1048 for in your neck of the woods, but here its a similar price to the mcp350.
