Default Is this decent performance? If not, why?

Running a 1.2 gig tbird at 1.4 with a core voltage of 1.92 volts. My watercooling setup consists of a Danner 350, a 6 x 8 inch 86 mustang heater core, and 6 inch comair-rotron AC fan. I have tried two different waterblocks. One is homemade copper and the other is the Innovatek InnovaCool. Coolant is distilled water with 2 ozs Watter Wetter per gallon. Using rat shack white thermal compound. With homemade block, all tubing is 1/2. Due to design of Innovatek waterblock, I have to use converters and 5/16 ID tubing with that.

My idle temps at a room temp of 76 degree are 35 C with either block. Performance under Prime 95 is better with the Innovatek, but peak temps are still as high as 40 C. (Based on socket thermistor)

I have done my best to be sure there is no air in the system.

I have placed the temp probe of a rat shack digital indoor outdoor thermometer in the plumbing near where the water exits the waterblock and my water temps are never more than 3 degrees F above the ambient room temp.

Is this performance OK? I think not.

I am also baffled as to why the innovatek block is not kicking my homemade block's butt. It has a big serrated copper slug inside it, a real smooth finish on the bottom and, aside from the small fittings for the tubing connectors, looks like it should kick some a**.

I do have more right angle fittings than I would like, but can't do much about this.

If anybody has any insights, I would love to hear them.
