Non-Hardcore Watercooling Setup?

I'm trying to build a water cooling system, and as I'm a n00b, I'm having trouble deciding exactly what equipment I need. I want to water cool my Athlon XP 1800 and my gf3 with a system that not only runs pretty quiet but is also cost-effective. I don't think I need the absolute greatest stuff, but I don't want crap, either. I'm just looking for you guys' opinions on stuff, such as how powerful of a pump do I need, what're the "best" radiators and blocks, etc. Also, I'm wondering if I should get a peltier for the CPU. I don't plan on overclocking, but I want my CPU to run cool. If I did get a peltier, I don't want one so powerful that my mobo etc turn into a block of ice; just one that'll take the CPU to maybe 10-15 degrees celcius.

Anyway, I've done some research and I've been looking at the various products out there, so I know what most stuff is, but I don't know how much cooling power I really need. Any insights in regards to that issue would be greatly appreciated.
