Some parts are made here in North Bay at AVT, other parts are made at C-Systems, and I understand the stampings are done at the AVT branch in RTP, NC USA.

Motors parts come from Japan, jeweled bearings from Europe (Sweden I think), and assembly is done in Brampton Ontario, at C-System parent company.

So I guess the best answer is North America

Eheim makes a good product, from what I understand. Many people on this board will use nothing else, given there experience. There are alot of things that can go wrong in manufacturing, and I would not put down Eheim as a whole HH.
