Only if the "chimney" is routed outside of the room. Otherwise your dumping heat right back into the room which will go right back through the rad sooner or later. Not to mention adding a heat source adds $'s to the power bill. Not very efficient for sure.
Other than that it is an interesting idea. Sounds like a experiment.
