Let's step back for a moment.
There are two kinds of antifreeze, Propylene Glycol and Ethylene Glycol.
Ethylene Glycol is toxic but has no nasty chemical taste, so dogs have been known to drink it out of antifreeze-spiked puddles and get sick. It's bad for rivers, streams, lakes. It may reduce algae slightly in a WC system but only because it's toxic, not because it's antifreeze.
Propylene Glycol is non-toxic and recognized as safe for use as a food additive by the FDA. Propylene glycol makes fake fog at theatrical/concert performances. While I wouldn't want to actually drink the antifreeze-packaged version of propylene glycol, it likely wouldn't even make you very sick. It won't reduce algae in a WC system because it isn't toxic to the algae.
It seems clear that the only generally-available chemical that is proven to reduce algae in water circulation systems, AND is proven to not harm pumps, is anti-algae solution for use in fountains and other commercial water features.
