If I remember correctly, the temperature change between inlet and outlet of your waterblock is at most a degree or two. Considering that the pump creates a fraction of the amount of heat your CPU creates, temperature differential between the inlet and outlet of your pump should be immeasurably small. The only time order of components really matters is when you have a reservoir in the loop, which you do not.
So you can put them in whatever order you want. However, I would imagine the best order when you consider logistics, is radiator>pump>waterblock>radiator. It doesn't really matter though. Just do it however you can use the least amount of tubing without it kinking. The order isn't really important.
EDIT: I just noticed you're using two pumps. Just treat it as if you're using one pump and route the outlet of the first pump to the inlet of the second.
