Seems to me this question just keeps coming up time and time again.
Maybe someone who can measure delta-T's well can also look to be able to measure dBA and do a test?
Perhaps construct a simple shroud using styrofoam that is like a foot from fan to rad, and then shave off an inch at a a time and measure the delta-T or C/W and the dBA when fan is pushing then pulling.
Suggest PA120.1 and one fan at 12v?
