If you have:
same processor
same motherboard
same ram
same pump
same rad
same EVERYTHING

You simply hook up the storm, mount it and test it 5 different times to get an average. Hook up the apogee, mount it and test it 5 different times... and you will see which block performs better on that particular setup... and would spare us the thermophile physics lessons.

If I had a few temp probes that were worth a crap... I'd do it myself!
Its impossible to get everything the same between 2 different test runs. Not even the CPU power output is constant, so you have to consider the physics if you want to come to a meaningful conclusion. Theres a reason people do PhDs on this sort of thing. Its only easy until you try and make your own measurements.

Edit: If you're just a casual user, then buy which well ranked block looks best. The difference is irrelevent at this point unless you're operating at the extremes of flow, restriction, etc.
