Default Voltage Mod & Pump Help!

I need help on two things for my refrigerated watercooling system.

1. My submerged water pump seems to be having trouble starting. My water temps is between (-21C) & (-(9C). I dont' know why but the pump is on but not pumping any water through. Its about a 60% mixture of anti-freeze and 40% water. The water isn't soild, it is totaly liquid and after 3 minutes it slowly starts to flow. I am afraid it will stop during operation. I think the pump is rated at 90GPH but it might be more. Aside from getting a new pump.. what would be a good solution?

2. Can anyone post a link to a voltage mod done to a KT7A/KT7A-RAID board. thx
