Go pump > rad because the highest temperature in the loop will be after the pump adds it's heat. Thus the rad will see the greatest temperature differential between the water and air and will be the most efficient. This is a miniscule temperature differance, but the increaced efficiency is free!

You seen confused about pressure and flow rate. While there are differing pressures in different parts of a loop, there pressures have no influence on flow. Flow is only related to the pressures just before and after the pump...and these can only be changed by changing the pump or other components in the system., not the order of the componentes.
