so I would presume no film with just 5% Zerex AF ? no, could be the Hy-Per Lube too
Scott, any idea which way be inhibiting the film deposition ?
using 'fresh' distilled water, I get the white film on the ID and OD of vinyl tubing (dumping into the 2 gal res); at the same time not noticeable on the ID of silicone or copper tubing - but I'm sure the same film is there too
EDIT
I'm installing a 15W UV sterilizer, will it affect the white film formation ?

If you use Tygon, you won't get the white film like you do with vinyl or clearflex. With Water Wetter, even with Tygon, I got a bad white haze (turned brown after a while) but no longer without the WW. Didn't you have a bad run with WW as well at one point? Here is a good shot of my tubing about 4 months into the use of the tubing (Tygon) and above mixture.
