I agree, metals do not oxidize without oxygen. There are a few buildings near me (Boston Massachusetts, USA) that have added pumps to keep the old wooden pilings that support them submerged for the same reason. Exept worse due to the other stuff that also eats wood. Metal works the same way, oxidation does not happen without oxygen.
