Its a rad box with four rads making a W shape.
Providing you had appropriate distance between the rads and the fans, it would work.
Lower fans:rad SA means lower air-flow-rate per SA and hence worse performance.
If you are aiming for low noise, its certainly an approach. Check out the air-flow vs CW charts at thermal-management-testing and ensure you get enough air flow to get the performance you want: there is a definate "elbow" in the chart.
