Just wondering what people think as i have a GPU block and was looking into getting a full block like one of these that cools the GFX RAM as well.

It does make a difference as does cooling high performance system ram with a heatspreader. When you've overclocking and running a product out of spec on either the clockrate or the voltages you generate more heat. Heat reduces the efficiency of electricity to move in a circuit. So by cooling it, you're able to somtimes stabilize the the RAM so that it can operate at a higher frequency.
This is especially true with High performance video card RAM which is hot to begin with (Especially DDR-2 and GDR3).
