Yes, lower could be better, running 1.5v San Diego at 2930 38C (Speedfan) folding.
I have found overclocking various A64's that they reach a point where extra voltage increases temps a "lot" without improving the overclock. "Lot" meaning 2-3x the increases from previous voltage jumps.
As noted before, matching temps across platforms cannot be exact (not even the same board in some cases) even running the same load apps, but 40 is not out of line with that voltage.
