Ran some quick calcs:
If I use 10 * 1K pots, and assuming that I can set each one within 1 degree of rotation (maybe... with an extended arm), giving me a 4 ohm variation on each pot, I could get an output within 0.04 Ohms.

(Based on a 240 deg turn angle, linear progression potentiometer).
