there is 2 ways to get signal to an APC card to apply power and remove power one is via SNMP the other is applying voltages to the correct pin out on the serial port.

It has been along time since i pinned out the serial port for the APC's so forgive me for not knowing. the other option is by using a Watchdog card you could utilize it to do the switching for you and then just program the veriables that you want for power on and off. FYI watchdog cards work well with APC.
