Theoretically, yes, BUT... There are some issues here. #1 He needs to make sure the 2000 he gets has one of those boards. #2 He is going to need to tell the 2000 board it is now a 4000 or he won't get the configs of the 4000 (making it all pointless). #3 Doing step 2 can be risky. Just ask the guys who have some 1x00 and 2000 doorstops units now. I will let David get deeper into that one if he wants to.

The price difference is probably not going to be much, so why go throug the hassles and risks? But yes, theoretically it can be done (and has been done).
