How could you tell that the fuse blew?

I have a 2000 that stopped powering up after I attempted to hardwire the fan so that it was on 24/7. I was getting temp warnings in my log, did some reading on this site and discovered that the CPU fan wasn't running all the time.

The unit worked fine before then immediately after I plugged it in and nothing. I checked all of the connections. I even checked the power coming in with a voltage light. Putting each terminal on either side of the fuse- it lit (would indicate to me that the fuse was OK but I can't get any sign of power after the fuse.

The fuse didn't turn color- it is still the same color that it was before I started.

How do you check the power supply?
