Default Need help getting started with WC (budget) in my system

Hi. I am new to this forum and water cooling and have a lot of questions. I have this system which is a bit old(er). I recently installed a new graphics card, an ATI 3870. My system is kind of loud already before the new graphics card and now with it, its even louder. So, I have been searching forums and computer sites for that I can do to resolve my issue with computer noise and seem like water cooling is the way to go. Am I correct on this? Since the 2 main sources of noise in my setup are the CPU heatsink fan and the graphics card fan, I would like to cool them down with liquid. I need help in picking out the major components (like pump, rad, etc.). from this website http://www.ncix.com/products/index.php?minorcatid=1165. I am going with this online store cuz I cannot find any local shop that sells these kind of stuff and I've already order from them before, so... Also, I am very limited with my budget right now. Can anyone help? Please let me know if you guys need more info that will help.
