The fuse block is the 4 bare/exposed wires in front of the bottom lefy screw hold on the top view. Verify that these 4 wires are in 1 piece. The exposed wires indicate that they are good.

There is not enough resolution to enlarge and show in detail. But if you look where the power switch is you will see 4 solder connections that is used by the switch. 2 are used to hold the switch in place, and 2 are the actual contacts that need to be shorted together.

For a more detail the photo needs to be of only the area around the power switch.

A 2200 will not startup with out a Battery, CR2032. The std one used in most pc's.
