You don't need anything other than stock cooling to learn to overclock.
Cooling only becomes an issue when you start overvolting things, and that isn't necessary for a mild to perhaps high overclock. And, anyway, all modern CPUs will either thermal throttle, or just plain shut down, on overheat (to keep them from doing damage to themselves).
And a massive overclock on an HTPC would only lead to a lot of fan noise, even with water cooling.
Read some overclocking "stickies" on the various overclocking forums and give it a try.
But, don't use any overclocking "utilities, learn to overclock in the BIOS.
