No radiator can cool coolant to 0C unless the enviroment it is in is 0C, cooling below ambient is physically impossible. Radiators cool the water to as close to ambient as possible, this is their design, they radiate heat. In order to go below ambient you need TECs, Phase Change, LN2, etc. All of these methods employ a substance or device that is capable of producing temps below ambient.
