A radiator, in theory, can only cool a fluid to a temperature of the ambient air that is being passed through it. Unless the air that is being forced through the radiator is at or below 0 C, then it is not possible. If it is cold out (22 F here), and you place your radiator outside, then it would be possible to cool the fluid to extremely low temperatures.
