Sublimation is the conversion of a solid directly into a gas without a step where the substance is a liquid. Unless the water is in ice form, you won't get sublimation.

n 1: (chemistry) a change directly from the solid to the gaseous state without becoming liquid.
Of course, if you use THG's method and cool it with -45K air, you could probably sublimate the hot water of a closed loop system to destroy the heat from the CPU.
