Well, I could be the idiot too

I was comparing the differences between core temp and water temp at load, assuming that the CPU heat produced is constant:

MAZE2 Delta 16.3C
MAZE3 Delta 13.3C

100*(16.3-13.3)/16.3 = 18.4

Did I misread something in the results?
