I'd go with just plain watercooling myself, pelts are useful but also hard to setup. You need foam and perhaps nonconductive gel to gaurd against condensation and the P4 runs so hot you would need a very high wattage to cool it. Probably too high for your power supply to handle, which means a second power supply.
