I've found that simply decoupling the HDD from the chassi of the PC has the biggest effect on sound level. I've used window sealant and two wooden frames to hold all of my four HDD's in my server and they are very silent (2xIBM40GV, 1xIBM60GXP, 1xIBM14GXP) compared to when I had them mounted to the chassi.
