1. Power.. most pumps don't like to be turned on/off.. aquarium pumps run 24/7. (not sure about your pump in particular)
2. those fans are overkill. I've got a 24v Comair running at 12v, and it's still quite noisy. Six of them would be unholy. A couple decent low noise 120mm fans would be more than sufficient.
3. with 1/2" tygon/silicon hose, you can use 5/8" barbs, no problem. 5/8" barbs are usually 1/2" ID, so that helps reduce backpressure.
4. Radiator... mounting it horizontally could create problems when bleeding your line. Consider mounting the rad w/ the barbs at the top, or at least run it that way for a good while to get the air out. Also, figure out which model you want at heatercore4u.com and then buy it at autozone... save about half $$$.
5. 1/2" panels would resonate less than 1/4"...
