It just depends on the block!!! Some like high flow some like low flow some like it in the middle. Unfortunatly there is no better way to maximize your system other than trial and error. Unless of course you hold the key to the universe. I hear stuff about the science of flow mechanics and what not, but each system is different so each system would need a evaluation of it's own by a engineer that specializes on the subject. Who can afford that?

One (much less expensive) thing to do is get a valve that can regulate the flow and see what happens at various speeds.

Water cooling is not an exact science. Anytime you replace a part with a different one the whole works gets changed.
