Also instead of a tarp. I would get some of that Thick plastic flooring that comes in rolls, and put that on the floor and have it go up the walls so nothing can get under it.

Sound won't be a problem!!! There is a laundry room below me, the north, west, and east walls go to outside and the south wall go to the neighbors but that is a few walls away from where the mill will be. Also there is a door to close in the storage room to dampen it more.
Good idea on the plastic flooring.
