Two problems I see. One is that with the rad. at the top of the system, any air is going to collect there.

Two is that if his air flow is blowing out, he is taking warm air from inside the case and using that to cool the rad., not good. If he is blowing air from outside in, he is blowing all that warmer air into the case, not good.

The solution is a ducting system.
