180 gph is on the low side, but more importantly, the head is too small.
At 4 feet, it just doesn't have any kick, and because of the pressure drop across from the waterblock alone, the effective flow could easily drop under 50 GPH.
Still, lower might not be worse. As long as the rig is really optimized for flow (no kinks, bends or elbows, low-pressure drop rad, and simple waterblock) this could turn out to be the "little miracle watercooler".
Here's a little bit of math:
1 Pascal=.004 inches of water
1 psi=6895 Pascals
Inches of water: 48 (for 3gpm, 180 gph)
Pressure drop: 48/.004=12000 Pa
Pressure drop: 12000/6895=1.74 psi
In other words, as long as the rig drops no more than 1.74 psi@180gph, then it'll work.
