It certainly is unusual...

I'd look at the dial up driver. You might have to replace it with something else, something that understands having multiple IP addresses.

I remember having this problem at the office, where the network connection would go on hold, when I dialed out. It was part of the network driver (Novell), and was programmed that way for security reasons.

In this case, I believe that the problem has to do with the dial up adapter only being able to handle one IP address at a time.
