I'm using an 80w pelt on my GF4 as well. I dont think you need dielectric grease in the AGP slot cos this part gets a little warm when running and its not directly cooled by the peltier. I have no grease on this part and have no problems.
The part you need to take note is the perimeter of the GPU. If you look closely, you'll see that its a little raised and below are metal connectors. I sealed the whole perimeter with silicone here, and also applied a thin layer of silicone on everything near the GPU. Finally, I dabbed some silicone/dielectric grease around the GPU to take care of air pockets, and neoprened the whole side of my cold plate. The previous time I didn't take care of air pockets well enough and I found a huge blob of water when I removed the block.
I have my core at 1.96v. With an 80 watt pelt, you can even go till a bit above 2v as I did. It overclocked a little better but sucked too much juice from my Mobo/PSU.
