Rheostats are variable resistors. Turn it one way and more power flows through. Turn it the other and less flows. That way you can adjust the noise level comeing from your fans at the expense of air flow. Panaflos are a brand of cheap, quiet and very dependable fans that are commonly used in PC and watercooling.

Anyway putting a rheosat into a fans power lead makes it possible to run it much slower/quiter then by default.
