We used them to cool control cabinets on some installations. Perhaps it's just a trade name, but I recall them being referred to as "vortex coolers". In a prior job, my company supplied equipment to the paper manufacturing industry. This meant lots of PLCs, I/O racks, solenoids, etc. When the temps got too high, we'd use these to keep the cabinets cool enough. Of course your typical paper mill has 1000+ CFM of instrument (filtered and dried) air available. Siphoning a few CFM to run a few of these was no big deal. I don't recall them being exceptionally loud, but then again most paper machines run over 90dBA at a three foot distance.
