You'd be better off with a belt driven paddle wheel. BTW, you'd still need a pump for that second loop.
Well, I didn't put it in the picture, but there is a pump on the CPU loop. Basically, I was thinking that the fans could be used to circulate the water thru the rad when there is water, or air if there is no water. While it would not be the most efficient setup without the bong water, it would probably keep your CPU from getting toasted until you can add water to the bong system. I hope this clears up any misunderstandings.
