I looked around and it SHOULD be possible in Excel. This book:

at least advertises charts with multiple axes in Chapter 5.
Maybe the local Barnes and Noble would have it? A good cup of coffee and a flip through the book wouldn't be so awful on a Sunday. I used to solve specific php coding issues that way
