I have pulled the plug on my pump a few times, just to see the 'what if'. I'm referring to back when I was ambient cooling BTW.
The "fastest" my temps ever rose to critical was over about 12 minutes, under full load.
There's no way you are going to see the split second temp spikes you are referring to, on a system that is off.

I sure wouldn't recommend having your computer on a UPS, without the cooling backed-up too. Sure the pump would suck the life out of the battery time, but you are just waiting for the BBQ otherwise.
