I came up with somethink I think has possibilities, for extreem overcloaking when water doesn't cut it, so here take a look:

First the water block (will run alcohol):
A view inside, the gills are positioned to create turbulance but let the alcohol flow and not stand and circle in same areas:
A second water block that will run freon. Same as in air conditioning (for those who dont know: compressed to 2 atmospheres it will become liquid, then forced through a tiny hole it will be sprayed in to the block, on expantion a molecular reaction occurs and the temperature dramaticaly drops to about -20 C cooling the block, then it is reserculated, compressed, and the cycle continues...
Finaly the whole thing together, the freon cools the alcohol, but doesn'r freze it because of the alcohols low frexing temperature:
