Default Phase-change help

Im very familiar with water cooling now im looking to do something different I was hopeing to cool an

Athlon 2000+ overclocked
gforce 4 4400
mb chip
power supply

I didnt want to use just water not efficient to cool everything. I was hopeing to have my cpu to room temp 27c or below and everything else just cool.

What I was looking to do was use a phase change water chiller. I have a water block and a submergable/inline pump. What I was hopeing to add was a reservoir and put an evaporator in it.

I do want to make this as cheap as possible im not looking for extreamly cold temps. Also another plus would be if it was small and only used one large quiet fan on the condenser or not at all.

If you could give me a part list and where to get them. Im aware that compressors are expensive so i may look for an old dehumidifier to use. Also if anyone has old parts that they might want to sell that would suit me please post.

To cut cost I may make my own evaporator and condenser out of copper pipe any ideas for these projects are welcome. This is last resort if i cant find parts at low price.

One last thing I've never seen this done but is it possable to cool the condenser with the cold water thats comeing out of the reservoir the evaporator is cooling? By doing this it would cut out any fans

I want to make this clear I'm trying to stay away from pelters/tecs and dont really want to use a radiator
