Hm, they just might be solder covered holes, but I'm going to check again when I get back home.

I see photos of the same board and it has holes for mounting... I'm going to take a closer look at it later on tonight.

I didn't have it in front of me when I posted the distress beacon, but I'd swear that there were no holes because I remember checking... Before I go on anymore about this, I'm going to look again closely.

If they are solder covered, do you think it's safe to open the holes? That may be why I didn't see them. I guess any other drilling is out of the question.
