Well you know already I am a heater core fanboy, but I thought I would try and address your questions about teh BI2.

Possibly, but possibly not. Remember that performance is going to increase when the overall cooling loop is optimized for (a) highest flow rates through the waterblock and (b) longest residence times in the radiator. So it is possible that the 3/8" fittings won't impact performance too much at all. I would look very closely at the Black Ice data on this page:
http://www.overclockers.com/articles481/index05.asp

It looks to me that for the original Black Ice that 75 GPH is the sweet spot for maximum heat dissipation. Assuming that you can still get that flow rate with 3/8" fittings then you aren't going to be affecting the performance of the radiator.

Also look closely at the static pressure vs performance data because it also answers your second question:

Yes of course it will. The thing to consider though is the static pressure that the fans produce and not only the CFM. I have not looked at the JMCs, but that information SHOULD be readily available at their website in the form of a graph. I don't know what model your fans are, but there are no 12VDC 69 CFM fans on the JMC site:

Look at that page (use the pulldown to select the size fan you have) and get an estimate of static pressure from the graph. Then look at the graph from the Overclockers article and you will see where you fall on that curve.
